Subsidies to support the external projection of the music of the Balearic Islands for the year 2024

The purpose of this call is to contribute to the external projection activities of music and musicians, performers and composers of the Balearic Islands of a professional nature corresponding to the period between September 16, 2023 and September 15, 2024, with the purpose of promoting exchange and cultural relations between Mallorca, Menorca, Ibiza and Formentera and between the Balearic Islands and the rest of the world.

Budget: €340,000

Subsidy lines:

a) Mobility: Support for the mobility of artists, managers and representatives, record publishers and other professionals in the field of music.

b) External projection projects: Support for external promotion projects for music and musicians, performers and composers.


 

A) MOBILITY SUPPORT

Beneficiaries

Natural and legal persons who travel or their representative, regardless of their tax residence, provided that the purpose of the subsidy is to promote the music of the Balearic Islands or its artists and their work. Beneficiaries also include property communities. Beneficiaries are also groups of natural or legal persons, or any other type of economic unit or separate patrimony that, despite not having legal personality, can carry out the projects, activities or behaviors or are in the situation that motivates the granting of the grant.

If it is a grouping of natural or legal persons, without personality, they must be explicitly stated, both in the application and in the concession resolution, the execution commitments assumed by each member grouping, as well as the amount of the subsidy to be applied by each of them, who will also be considered beneficiaries. In any case, a sole representative or representative of the group must be appointed, with sufficient powers to fulfill the obligations that, as beneficiary, correspond to the group. Likewise, the grouping will not be considered dissolved until the prescription periods provided for in the Finance Law of the Autonomous Community and in articles 57 and 60 of the Consolidated Text of the Subsidies Law, approved by the Legislative Decree, have passed 2/2005, of December 28.


 

Subsidized projects

— Travel and stay of the artist or group and essential technical staff (sound and lights) to perform live or carry out promotional activities outside the reference island. In the case of the interpretation of works by Balearic authors by artists who are not natives or residents in the Balearic Islands, they must constitute a minimum of 70% of the program. If they do not fulfill the entire program, the grant will be reduced based on the percentage of works that must be performed. It is essential that the composer of the Balearic Islands is disseminated in the hand programme, the web and other promotional materials for the performance.

— Travel and stay of managers, agents, producers or phonographic publishers to attend professional fairs, with or without a stand, or promotional activities for music and musicians, performers and composers or the music festivals of the Balearic Islands, outside the reference island

— Travel and stay of managers, agents, producers, phonographic publishers or journalists from outside the artist's island of origin or residence to attend performances on the artist's island of reference, exclusively within scope professional or as the object of a promotional activity with very clearly described objectives.

— Transfer and accommodation of professionals in the field of music to participate in training stays that contribute to professionalization in the field of music and musical residencies outside the island of reference.

— Transfer and accommodation of musicians, performers and composers to participate in competitions and auditions outside the reference island.


Expenses covered

— The movement of cargo, artistic staff and/or cultural administrators (with a maximum of two per institution or company). Travel includes plane, boat, train, taxi and/or bus tickets and vehicle hire for the travel of artists, artists' representatives and other cultural agents (producers, distributors, etc.). Travel includes the one-way trip to the place where the professional activity takes place and the return trip. Only economy class plane tickets are accepted. All these concepts, together, must meet the maximum stipulated in accordance with the applicant's reference island.

Additionally, in the case of a live performance project, the travel, during the period of execution of the activity, of a maximum of two technical professionals (lighting technicians , sound technicians, councilors and/or road managers), whose tasks must be defined in the labor or service contract established between the parties.

— The travel of cultural agents or journalists (with a maximum of two per application) bound for the artist's island of reference. Trips include air, boat, train, taxi and/or bus tickets and vehicle hire. Travel includes the one-way trip to the place where the professional activity takes place and the return trip. Only economy class plane tickets are accepted. All these concepts, together, must meet the maximum stipulated in accordance with the origin of the travel of the cultural agent or journalist.

— The driver's fees in the event of a tour.

— The mileage for journeys by road that are not made by public transport, at a rate of €0.262384 per kilometre. In this case, petrol and tolls are included in the mileage price. The specific route to be followed must be specified in the request. Mileage expenses must be included in the travel maximums.

— Visa expenses.

— Accommodation costs.

— The expenses for the cost of accreditations or registrations for official courses of non-regulated education with a maximum duration of two months and masterclasses, as long as the relationship with music from a professional point of view is clear; fairs; markets, and professional days.

— The costs of renting instruments and backline.

Maximum amounts

The travel and stay must be justified with invoices. Only the justified amount will be paid up to the maximums shown in the box above.


 

b) SUPPORT FOR OUTREACH

Beneficiaries

a) Natural persons, legal entities and communities of property registered for economic activity under headings related to musical interpretation and composition, the representation of artists, the production and editing of phonograms or the production of shows musical In the case of natural persons who are not registered under headings related to musical performance and composition, the representation of artists, the production and editing of phonograms or the production of musical shows, they must have a proven experience of at least three years in professional musical activities. In this case, they can only apply for aid for the production of promotional materials.

Beneficiaries are also groups of natural or legal persons, or any other type of economic unit or separate patrimony that, despite not having legal personality, can carry out the projects, activities or behaviors or are in the situation that motivates the granting of the grant. In the event that none of the members is registered under headings related to musical performance and composition, the representation of artists, the production and editing of phonograms or the production of musical shows, the grouping must have a proven experience of at least three years in professional musical activities. In this case, they can only apply for aid for the production of promotional materials.

If it is a grouping of natural or legal persons, public or private, without personality, the execution commitments undertaken by each must be explicitly stated, both in the application and in the concession resolution member of the grouping, as well as the amount of the subsidy to be applied by each of them, who will also be considered beneficiaries. Subsidized projects

In the case of the interpretation of works by authors from the Balearic Islands by artists who are not natives or residents in the Balearics, these works must constitute a minimum of 70% of the program. If they do not fulfill the entire program, the grant will be reduced based on the percentage of works that must be performed. If the percentage is lower than 70%, the commission will determine if the impact of the action is significant enough to consider the project eligible for subsidy. It is essential that the composer of the Balearic Islands is disseminated in the hand programme, the web and other promotional materials for the performance.

— Travel and stay of managers, agents, producers, record publishers or journalists from outside the artist’s island of origin or residence to attend live performances on the artist’s island of reference, exclusively 'professional field, as the object of a promotional activity with very clearly described objectives.

— Production of graphic, phonographic and audiovisual materials to support tours, live performances and presence at professional fairs. In the case of the interpretation of works by authors from the Balearic Islands by artists who are not natives or residents in the islands, these works must constitute a minimum of 70% of the recording. If they do not fulfill the entire program, the grant will be reduced based on the percentage of works that must be recorded. If the percentage is less than 70%, the commission will determine if the impact of the recording is significant enough to consider the project eligible for funding. It is essential that the composer of the Balearic Islands is disseminated in the hand programme, the web and other promotional materials for the performance.

— Hiring of professional production services, artistic and technical staff, communication, etc., for tours, live performances or other activities that contribute to the promotion of music and the musicians, performers and composers of the Balearic Islands.

 

Expenses covered

Travel includes air, boat, train, taxi, bus and vehicle rental for the travel of artists, artists' representatives and other cultural agents (producers, distributors, etc.). — Accommodation costs.

— Expenses for the cost of accreditation or registration at fairs, markets and professional conferences.

— The costs of renting instruments and backline.

— The production of graphic, audiovisual and phonographic elements.

— Editing and translation of graphic material.

— The contracting of professional, artistic and technical services, linked to production and communication, as long as these are directly linked to the artists of the Balearic Islands in the event or action that is the subject of the grant, detailed to the maximum and in accordance with the market price. For services of an artistic nature, the maximum per supplier that will be considered for subsidizing purposes is €3,000.

— The payroll of the own workers who offer artistic, technical and support services with the corresponding cost of social security paid by the company, as long as they are included in the budget attached to the application, which has to specify the number of hours assigned to the project.

— The rental of equipment.

— The rental of stands at professional fairs.

 

Quantities

The following amounts can be requested:

1) For expenses related exclusively to mobility, the amounts will be granted in accordance with what is indicated below:

2) A percentage will be granted on the rest of the expenses described not included in section a), which can reach up to 80%. According to the score of the project, based on the criteria established in point 4.3 of the call (BOIB).

The maximum amount for external projection projects is twelve thousand euros (€12,000).

 

Maximum amount per applicant

A single applicant may be awarded a maximum of €25,000 in this call.

Obligations of beneficiaries

• It is necessary to communicate the performance of any public event related to the subsidized activity.

• The support of the IEB must be stated in all programs, posters and promotional and communication elements of the activity using the logo of the IEB of the Conselleria (Regional Ministry) of Tourism, Culture and Sports that are available of applicants? here

 

Justification

— Term: twenty working days counted from the day after the end of the execution period. If on that date the definitive resolution granting the subsidies had not been published, the deadline for justifying the subsidy will end ten working days from the publication.

• Appendix 6 completed and signed

• Supporting financial report (depending on the model). This supporting financial report must also be sent to justificacio@iebalearics.org in digital format as a spreadsheet.

• Copies of invoices and proof of payment.

• If applicable, five (5) copies of the graphic, audiovisual, phonographic and/or audiovisual materials published on the occasion of the subsidized activity, with the IEB logo of the Conselleria (Regional Ministry) of Tourism, Culture and Sports.

 

Payment

-- For grants awarded from €2,000, the payment of the aid will take effect from the date on which the grant is definitively resolved, in two payments: a)
A first payment of 50% of the amount granted , which will be done in advance, by means of a bank transfer, once the concession resolution has been published.
b) A second payment of the remaining 50% of the amount granted, once the activity has been completed and the entire project or activity has been justified with the documentation required by this call. This payment will be effected, by means of a bank transfer, within a maximum period of six months, counting from the date of entry of the supporting account (annex 7).

-- If the subsidized amount justified is lower than the subsidized amount presented in the application, the reduction will be applied, in the same proportion, of the amount of the subsidy granted.

 

Application submission deadline and execution deadline

The deadline for submitting applications will be open from March 1, 2024, and will remain open until September 15, 2024.

No application submitted after the indicated deadlines will be accepted.

If the amount specified in this call is used up before the deadline for submitting applications expires, the grant of aid can be suspended through the publication of a resolution by the president of the IEB in the BOIB.

When the applicant is a legal person, he must carry out the request for help through his legal representative, duly accredited . At any time, in the case of granting the grant, the original documentation may be required to prove it.

Subsidized activities must be carried out between September 16, 2023 and September 15, 2024, at the latest.

 

Submission of applications 2024

Preferred way of submitting applications:


Electronic site of the CAIB (mandatory for legal entities and recommended for natural persons) .

To be able to do this type of procedure, you must have a digital certificate, electronic ID or permanent cl@ave.

The requests must be formalized with the established models , available at the Electronic Headquarters of the CAIB and on the website of the IEB, and must be duly completed in the manner established in article 16 of Law 39 /2015.

 

For natural persons, applications can also be submitted:
a) In person at the IEB register, at any of the registration offices of the Regional Administration, of the General Administration of the State, of the rest of the autonomous communities or of the entities that make up the Local Administration. You can consult the addresses of all the offices of the Autonomous Administration.
b) By postal mail . In this case, you must present the documents in an open envelope, so that the staff of the Post Office can indicate, by means of the official stamp, the place, the date and the exact time when it was made the record These data will also be noted in the proof sheet of the presentation. Foreign beneficiaries must submit paper applications to the IEB Registry, by certified mail.

Natural persons can also present documentation in person at the IEB Registry (Ca n'Oleo - carrer de l'Almudaina, 4, 07001 Palma), at any official registry or by administrative mail.
